The Institute of Pacific Relations was formed in 1925 by a number of people associated with the YMCA movement who hoped that American understanding of Asia could be improved through crosscultural contact. It soon became the major organization of scholarly research and publication in Asian studies. In 1961, its reputation tarnished and its financial base almost destroyed, the institute was dissolved. ... When furor over the failure of United States China policy led to Congressional hearings in the forties and fifties, the IPR and some of its leading members, including Owen Lattimore and Frederick Field, became convenient scapegoats. The end of the IPR was assured at the climax of the McCarran Committee hearings when it was branded as a Communist tool, and Lattimore and Field were called conscious agents, who, by inference, had lost China to the Communists
