The emergence of state intervention, through the medium of the Liberal social reforms of 1905-14, was the most important development in the decade before the First World War, largely because it challenged both the local control and the philanthropic efforts (particularly by the Charity Organisation Society) that had been the basis of British social policy until the early twentieth century.
