This study has two main objectives: 1) to analyze trends and differences in women's health, examples of good practices in delivery and financing of women's health programs; and the key dimensions of women's health that are relevant for the health reforms currently underway in Latin America; and 2) to provide guidance for governments and program designers in addressing the most pressing causes of women's ill health, within the context of broader sectoral and national policies. The report is divided into five sections. This overview highlights the rationale for focusing on the topic of women's health, along with a conceptual framework for understanding the determinants of women's health and the role of health policy. Chapter 1 describes major trends and differentials in women's health in Latin America and the Caribbean, grouping countries into four broad categories according to trends in health, demographic, and socioeconomic indicators. Chapter 2 turns to a discussion of success, utilization, and spending on women's health, providing the results of new analyses for seven countries. Chapter 3 provides an overview of the links between women's health and health reform. It emphasizes potential synergies and opportunities to integrate women's health concerns in broader reform initiatives and points out risks to be avoided. The final chapter presents concluding remarks and recommendations.

During the 1990's Chile experienced a rapid growth in telecommunications services that resulted in new services, technological innovation, and prices among the world's lowest. However, despite this fast growth in telecommunication services, most rural inhabitants of Chile and some urban dwellers continued to lack access to even a payphone. In 1994, the government of Chile established a Telecommunications Fund for the purpose of extending services to those without access. This study reviews and documents the cost effective approach developed in Chile that has become the international best practice for improving basic access to telecommunication. Included in the report is detailed information on the design and administration of the Fund and suggestions for improvements to the design. It will serve as a template for developing countries that wish to accelerate their efforts to improve basic access to communication.

Annotation Over the last decade, more than one hundred fifty thousand large enterprises in twenty seven transition countries have encountered revolutionary changes in every aspect of their political and economic environments. Some enterprises have responded to the challenge, entering world markets with great dynamism and becoming indistinguishable from their competitors in mature market economies. Others remain mired in their past, undergoing protracted deaths, delayed at times by their slippage into a netherworld of barter and ersatz money. Thus the revolutionary changes in transition countries have been matched by great variation in the degree to which enterprises have responded successfully to events. To assess the effectiveness of the different reform and privatization strategies, empirical research on transition countries has examined enterprise level data to ascertain whether enterprises have responded productively to changes in ownership and to other reform measures. This volume provides a general assessment of the evidence generated by these studies. In providing the assessment, it: discusses the general context of the studies; assesses the evidence on whether state-owned or privatized firms undertake more economic restructuring; studies the effects of restructuring on different types of owners; focuses on the role of managers; analyzes the effect of greater discipline in the government's reaction to enterprises in distress; examines how variations in product market competition affect enterprise restructuring; and examines the role of the institutional and legal framework. This report examines whether natural gas vehicles are an important part of solving this problem.</p> <p>Transit buses, traditionally fueled by diesel, are one of the cheapest forms of mass transit. They are also significant polluters and typically operate in heavily congested urban areas, where significant air pollution problems exist. The report provides an overview of the issues that must be considered when evaluating natural gas an alternative to diesel for use in transit buses.</p>

In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.

"The principal role played by the financial system in any country is to provide the infrastructure to allow surplus resources to be allocated to those individuals and companies with deficits. The positive impact of a functioning financial system upon economic growth of a country is well documented. In most countries, the financial system extends beyond traditional banking institutions to include insurance companies, mutual funds, market makers and other financial service providers. These non-bank financial institutions provide services that are not necessarily suited to banks, serve as competition to banks, and specialize in sectors or groups. Having a multi-faceted financial system, which includes non-bank financial institutions, can protect economies from financial shocks. However, in developing countries that lack a coherent policy framework and effective regulations, non-bank financial institutions can exacerbate the fragility of the financial system.This book helps build an awareness of the potential of non-bank financial institutions for developing countries. It aims to assist policymakers in the creation of coherent policy structures, and sound regulatory and supervisory environments for the development of these institutions. It assists policymakers in learning the essential functions and characteristics of non-bank financial institutions with select chapters on insurance companies, mutual funds and pension schemes, securities markets, and leasing and real estate companies."

Part 1 of the report contains four chapters that discuss current conditions, and policy options. Part 2 presents the theory, and evidence to support the policy choices. The general reader may be most interested in the overview chapter, and in the highlights found at the beginning of each of the chapters in part 2. These highlights outline the empirical findings, and the main policy challenges discussed in the chapter. The report does not set out to prescribe detailed answers for India' s future health system. It does however, have a goal: to support informed debate, and consensus building, and to help shape a health system that continually strives to be more effective, equitable, efficient, and accountable to the Indian people, and particularly to the poor.

While the World Bank has included the issue of alcohol consumption and production on its' agenda for the past ten years, it has not included gender dimensions in the issue. By focusing on alcohol consumption in Latin America and the Caribbean, the instances of death, disease and domestic violence arising from alcoholism were tracked. This study recommends an approach to dealing with the damage done by alcohol consumption and production that goes beyond controlling its' availability. Specifically the measures recommended include: increasing knowledge through research; developing indicators to measure consumption levels and patterns among men and women, and the economic and social consequence of alcohol use; integrating the issue of alcohol use and related problems into consultations with governments and civil society organizations; and investment lending where appropriate, to address the issue

Education and Health in Sub-Saharan Africa: A Review of Sector-Wide Approaches (Africa Region Human Development Series) Africa Regional Office World Bank World Bank Publications, 2003
Dissatisfaction with traditional project approaches and a recognition of the limitations of the sector adjustment programs led to the development of innovations to improve the impact of development assistance on the sector as a whole. The social sectors have been at the forefront of these innovations in several countries. Under the leadership of the European Union, a group of European lending institutions worked along similar lines and developed a strategy known as the "Sector Wide Approach". In recent years, this approach has been used for approximately a dozen operations in the health and education sectors in the Africa region. This paper is a review of the experience to date in the Africa region of the World Bank using this approach. It summarizes the lessons learned so far, provides advice and guidance to operation staff in the Bank, partner agencies, and governments who will be involved in sector-wide approaches in years to come.

The economic situation was dire with high inflation, government intervention in the banking system including freezing of deposits to prevent further flight from the country, and large fiscal deficits. Politically, then President Mahaud was being challenged by a congressional lack of support for measures to stabilize the economic situation, a radicalized indigenous movement, and a restive armed forces. In this environment, and as a policy of last resort, the government decided to adopt the U.S. dollar as its currency. This book thoroughly examines the conditions in which this decision was made. It looks historically at Ecuador's economic and social structure and assesses the impact felt as a result of the decision.

1 online resource (xv, 211, [1] pages) : The overall impact of financial globalization on the domestic financial sector is profound. Liberalization of capital flows has effectively made domestic financial repression obsolete. The consequences have not been uniformly favorable. Following liberalization, domestic interest rates in developing countries have moved to a premium over industrial country rates, and can surge at times of currency speculation. Heightened interest rate and exchange rate volatility pose practical risk management difficulties for financial intermediaries and reinforce the need for appropriate infrastructures and incentives for risk containment, as well as for good macropolicies. On the other hand, the cost of equity capital has been reduced by allowing foreign investor access to local equity markets and allowing local firms to list abroad. Increased international flows through the equity markets have not been the major contributor to increased international sources of volatility. In addition to opening access to foreign-sourced financial services, more and more countries have been permitting foreign-owned banks and other financial firms to operate locally. Although this can represent a threat to domestic owners of financial firms, the drawback is outweighed by improved service quality.
