<p>Forecasting populations, beyond fifteen years requires an encyclopedic knowledge of the national, regional, and local socioeconomic, political, and physical environments, combined with a large measure of imagination. Projections of this type are increasingly required by private and public decision-makers. The authors, who are top researchers in this area, have provided a comprehensive analysis that goes beyond the standard fifteen-year forecast.</p> <p><b>Local Population and Employment Projection Techniques</b> presents a set of programmed models that project the populations of minor civil divisions (MCDs) up to fifty years and employment of counties up to twenty-five years. Three classes of MCD population models are presented, each of which is constrained at the county scale by county projections that are, constrained by state and national projections. The simplest model extrapolates a trend in the historical growth rates of MCDs, while a second method is based on the distributional properties of projections made by regional or county agencies. A procedure is provided for allocating the projections to an alternative set of spatial units.</p> <p>The second part of this book provides employment projection methods. Four models are presented: one is a simple regression model, and there are three step-down models: one of which is a constant share model; a second model weights the constant share projections by population projections; and a third includes a competitive component. In addition, each portion of the book contains three major pieces: an overview of available projection models; state, county, and, in the case of population projections, minor civil division models; computer programs, user's instructions, and the input and output of a sample problem.</p>

How do practicing planners understand the ethics of their profession? What do they do when confronted with ethical conflicts in their day-today work? How can the planning profession help planners make ethical decisions? In this insightful, lively, and compassionate book, Elizabeth Howe explores how planners define ethical issues and make ethical choices. Howe is not concerned with a distant or abstract ethics but rather with the actual ethical dilemmas planners face in everyday practice. This book is about real people making difficult choices in real situations. The cases Howe examines derive from nearly 150 hours of personal interviews with 96 professional planners, and responses to follow-up questionnaires. One planner, for example, realized that complete and accurate reporting of a technical analysis would have politically damaging consequences. Another found that her promise of confidentiality to a developer conflicted with her commitment to fairness and an open planning process. For a third, loyalty to elected officials was at odds with his deeply held belief that the public interest would be furthered through construction of affordable housing. To what extent did planners define these as ethical issues, what did they think about them, and how did they act? Howe's answers to these questions are perceptive and revealing. In Part I, she probes the nature of ethical issues through a hierarchy of principles including lawfulness, justice, accountability, and serving the public interest. Part II reveals that planners' actions vary considerably depending on how they view the role of planners (from technician to activist) and on their approach to ethics. She explores the determinants of ethical action in Part III. This book should be read by every practicing planner wondering how others deal with the workaday world. It is required reading for every student seeking a glimpse of the profession outside the classroom. And it will inform and reward all those concerned with the necessity of acting on ethics in an imperfect world.

Evidence is weighed for and against public health, as well as environmental, economic, and social damages at abandoned sites. Political processes and analytical techniques are suggested and illustrated for those who are involved in the siting of new facilities. A strategy for hazardous waste management is offered, together with approaches to substantially reduce the difficulties faced by local planners and site managers who face a hostile public.</p><p>A historical legacy of mismanagement, fueled by exaggeration of impacts and by a lack of information, characterizes hazardous waste management in the United States. This book will be important to planners, environmental scientists, and public health officials. In order to assure accessibility for the casual reader, the authors keep the explanation of mathematical methods and technologies in this area to a minimum.</p>

Over the past fifty years professional understanding of planning has changed markedly. In the past, planning was primarily described as a technical activity involving data collection, analysis, and synthesis of physical plans and supporting policies. Now planning is seen as a much broader set of human activities, encompassing the physical world and also the realm of public and social services. Not surprisingly, planners'discussions of ethics have evolved. Professional ethics is regarded by many planners to be limited to a set of rules of behavior regarding interactions with the public, sources of data, government officials, and one another.This shift is symbolized by the evolution of the labels by which ethics is known: from a circumscribed view of professional ethics to a broader concept of ethics in planning; both of which are discussed in this book. Sue Hendler argues that planners recognize that every act of planning pursues certain human values and is a series of statements about what we take to be right or wrong and what we take to represent the highest priorities of the society.Planning Ethics explores planning within alternative moral theories, including liberalism, communitarianism, environmentalism, and feminism. The contributors illustrate the application of these ethical principles in specific planning contexts encompassing community development, land conversion, waste management, electric power planning, and education planning. The pressures at work in responding to the problems involved in these topics both in implementing and retarding their resolution, provide a unique insight into the strains of our time. In many ways, the subject of growth controls is a prime exemplar of this species. Grouped under this rubric are all the environmental concerns which are increasingly prominent: the natural limits of land-holding capacity, the trade-offs between intensive land use, and the physical limitations of earth and space. But these elements, while far from being defined, are much more finite than the particulars at the other end of the spectrum that of the character and individual substance and way of life, which revolve around the level of intensity of land use. For example, as we near the end of the twentieth century, an increasing demand is heard for a return to the simpler, more bucolic environment. Just as the suburb replaced the city as the prime location so the suburb in turn finds it very difficult to compete against the lures of the countryside. The drive towards exurbia, and with is greater levels of decentralization, and with it greater levels of decentralization becomes a dominant theme, at least for the affluent. All these and many other elements are at work within the simple title of Growth Management.</p>

This volume examines what is happening to the American middle class. In a detailed and comprehensive analysis, Nancey Green Leigh tracks changes in the pattern of income distribution over a twenty-year period. While earnings have increased, there is a widening gap between what middle-level earnings can purchase and the cost of a middle standard of living. Due to the fact that this decline has not been experienced equally in all regions, separate analyses are reported for urban and rural locations, major census regions, and the largest states. To identify which workers have been most affected, Leigh compares earning trends by race, gender, educational level, industry of employment, part- or full-time status, and fringe benefit recipiency. Rejecting short-term and demographic explanations, Leigh links the decline of the middle class to economic change and industrial restructuring. <p><b>Mortgage Lending and Race</b> examines the urban financing problem—the difficulty faced by residents of urban neighborhoods in obtaining institutional mortgages or loans for purchasing, refinancing, or repairing properties. An economic model, Listokin and Casey argue, perceives lenders as being guided solely by economic considerations. An empirical analysis supports an eco-race model: lenders are guided by both economic and racial influences. Such behavior is exhibited when considering both the macro and micro dynamic.</p> <p>To convey their arguments, Listokin and Casey divide their research into four parts: Problem and Model Definition; Empirical Investigation; Summary and Conclusions; and Bibliography. The first considers the objectives of the analysis of the economic and eco-race models and the findings of the existing literature. The second section discusses the methodology chosen for the investigation of this problem and presents macro neighborhood and micro applicant analyses. The third summarizes findings, interprets their significance, and suggests the linkage of the findings to existing theory. The final section is an annotated bibliography, citing books, articles, hearings, newspaper reports, other sources on the urban financing problem, and proposed solutions. Given the state of affairs in the American lending crisis, this book will provide insight on solving the current financial dilemma; as such it should be read by all policymakers.</p>
