The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. Leading international economists assess the effects of the 2004 expansion of the European Union.In May 2004 the European Union will undergo the largest expansion in its history when ten countries--Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia--become members. The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex.Each of the chapters in this CESifo volume addresses a different aspect of EU expansion. The contributors, all leading international practitioners and scholars, consider such topics as the effect of euro zone expansion on European Central Bank monetary policy making; using the euro as an external anchor for a national currency; worker migration and income differentials; the Swiss experience with immigration policy in a direct democracy framework; detailed sector analysis using a computable general equilibrium model of the world economy; investment and job creation and destruction in incumbent member countries; and the asymmetric effects of enlargement on high- and low-income incumbent countries. Gandhi then translated it into English. The English edition was not banned by the British, who rightly concluded that the book would have little impact on the English-speaking Indians' subservience to the British and British ideas.

Volume IX contains three chapters, all connected with fast growing branches of spectroscopy. The first, on Ultraviolet Photoelectron and Photoion Spectroscopy, presents the theoretical and practical foundations of the technique. The second chapter, entitled Auger Electron Spectroscopy, is closely related to the first, describing a powerful method for surface analysis. In a future volume, a contribution on electron microprobe analysis is planned, thus making the field of surface analysis more complete. The last chapter in this volume on Plasma Excitation in Spectrochemical Analysis deals with a topic which revolutionized the field of analytical emission spectroscopy. When reading this chapter, the reader will find it helpful to refer back to Volumes IV and V of the series where spectroscopic instrumentation and emission spectroscopic analysis in general have been described respectively.

Monitoring pollutants in air, soil and water is a routine requirement in the workplace, and in the wider environment.
