At the time when European powers colonized the Americas, the institution of slavery had almost disappeared from Europe itself. Having overcome an institution widely regarded as oppressive, why did they sponsor the construction of racial slavery in their new colonies? Robin Blackburn traces European doctrines of race and slavery from medieval times to the early modern epoch, and finds that the stigmatization of the ethno-religious Other was given a callous twist by a new culture of consumption, freed from an earlier moral economy. The Making of New World Slavery argues that independent commerce, geared to burgeoning consumer markets, was the driving force behind the rise of plantation slavery. The baroque state sought—successfully—to batten on this commerce, and—unsuccessfully—to regulate slavery and race. Successive chapters of the book consider the deployment of slaves in the colonial possessions of the Portuguese, the Spanish, the Dutch, the English and the French. Each are shown to have contributed something to the eventual consolidation of racial slavery and to the plantation revolution of the seventeenth and eighteenth centuries. It is shown that plantation slavery emerged from the impulses of civil society rather than from the strategies of the individual states. Robin Blackburn argues that the organization of slave plantations placed the West on a destructive path to modernity and that greatly preferable alternatives were both proposed and rejected. This country economic memorandum, one of the three reports produced jointly by the Bank, the Ministry of Economy, and the International Center for Policy Studies, defines a shared vision for a strategy that will allow Ukraine to halt its economic decline and move toward a prosperous future. The origins of this economic decline are similar to those in other transition economies: the dual shocks of collapsed trading relations, and sharply higher energy prices, following the breakup of the Soviet Union. But what distinguishes the country from other transition economies, who have successfully moved to market economies, has been the degree to which it tried to protect the loss-making enterprises from closure, to preserve employment, and income levels. The study points out, that to escape the downward economic spiral, radical changes in the Government's role are required to achieve economic growth. Leading industrial enterprises are still government-owned, which further exacerbates the problems caused by agricultural products commercialization at local government levels, and, although subsidies have decreased, indirect costs to support losses, are not sustainable. It is suggested that growth can be restored, and poverty reduced, as long as the Government moves fast to a more market-oriented role. This includes privatization, deregulation, reform policies, and institutional strengthening.

This volume is concerned with methods that are available for the calculation of for mation constants, in particular computational procedures. Although graphical meth ods have considerable value in the exploration of primary (raw) data they have been overtaken by computational methods, which, for the most part, take primary data and return the refined formation constants. Graphical methods are now considered com plementary to these general computational procedures. This volume brings together programs that span the lifetime of computer-assisted determination of formation constants. On one hand the reader will find listings of programs that are derived from LETAGROP (b.l961) and the GAUSS-G/SCOGS (b. 1962) families. On the other hand programs are presented that are the newest mem bers of the SCOGS lineage and from the on-going MINIQUAD series. One program is presented that describes a computational approach to the classical Hedstrom Osterberg methods; another that takes care of electrode calibration in a simple yet rigorous manner. Potentiometry and spectrophotometry are the most popular experimental tech niques for equilibrium studies, and the programs in this volume reflect this. This volume contains an eclectic collection of 22 papers on liquid crystalline polymers presented at the Sixth Polymer Workshop, in the series sponsored by the European Science Foundation, entitled: 'Liquid Crystal Polymer Systems', in Gentofte, Denmark, 12-14 September 1983. Since a contribution to this volume was strictly voluntary, and in some cases represents a considerably expanded version of that which was presented, it is strictly speaking not correct to term this a 'proceedings'. A description of the aims and purposes of the European Science Foundation with respect to the polymer area has been presented in: Shell Polymers, Vol. 5, No.2, pp. 34-35, 1981. The papers given here represent a cross-section of current research interests in liquid crystalline polymers in the areas of theory, synthesis, characterization, structure-property relationships and applications. At least some of the current interest is motivated by attempts to practically exploit the novel properties of these materials in the developing tech nologies of high strength fibres and advanced materials for constructional purposes, but also for functional materials in the areas of information retrieval, electronics and opto-electronics applications.
